France and other countries'
spending against terrorism should be assessed outside the EU's
Stability and Growth Pact, European Commission President
Jean-Claude Juncker said Wednesday in a de facto affirmation of
the principle of 'flexibility' for such costs.
"France must address grave acts of terrorism and must
address supplementary spending that must not have the same
treatment as other spending" vis-a-vis the Pact, he said, adding
that the principle "is valid for other countries too".
