Parents who don't send their children
to schools will face jail time under the government's new
'Caivano decree' against youth crime that takes its name from
the town near Naples where two cousins aged 10 and 12 were raped
by a youth gang last month, Justice Minister Carlo Nordio said
at a press conference on the decree Thursday.
He added that the decree had not in the end lowered the
indictment age of minors from 14 to 12 saying this would not
have been useful.
